My girlfriend says she wants to move to sex, but everytime I even neck her she gets nervous and where is good?

Me and my girlfriend have been going for a little while, and she said she wanted to go all the way,, well,, shes nervous when I kiss her neck no matter how I come on, how would I make her feel more comfortable and we're sheltered, so when you live 7 miles apart how would you LEGALLY (no sneak out, or anything) get into a safe, empty place?

Well I am really really religious and God said no sex til marrige and if you are gonna have sex then I hope its a girl you wanna marry.
